Sort of explained with how it could dig weirdly fast, and how it could stay underwater, but still stretched credulity beyond breaking point every time it was running around the city. Godzilla 1998 had Godzilla hiding out in Manhattan. Wouldn't work for a giant monster, of course. Even some half-nonsense explanation would be fine by me 'the animal can hear the high pitched whine of a CCTV camera and avoids them' or 'these night cameras use infrared to illuminate the area, the animal can see in infrared and perceives it as a bright light and avoids it'. A horror film about a big cat (or maybe like a velociraptor or some genetically engineered monster) evading detection for an unusually long time could work great - if they showed us how the animal was actually being sneaky, and they had the characters call it out and offer some kind of explanation.
